The Investigative Journalism and Whistleblower Protection Nexus: The African Experience

Whistleblowers and investigative journalists play distinct yet interdependent roles that are critical to effective accountability and oversight. While whistleblowers bring misconduct to light, investigative journalists corroborate these disclosures, assess their broader implications, and disseminate findings to the public.

Across Africa, whistleblowers and investigative journalists are essential play a critical role in exposing corruption, human rights abuses, illicit financial flows, and other forms of wrongdoing. Yet, for speaking out, they face similar and severe forms of retaliation, including Strategic Lawsuits Against Public Participation (SLAPPs), professional reprisals, intimidation, and coordinated efforts to silence or discredit them. These risks are frequently compounded by weak legal frameworks, poor enforcement, limited institutional capacity, and inadequate funding. Such constraints undermine journalistic capacity, reduce the quality and scope of reporting, and increase vulnerability to censorship and external pressure, creating a chilling effect that deters others from coming forward.

Drawing on the Platform to Protect Whistleblowers in Africa (PPLAAF)’s extensive experience in high-risk cases, legal advocacy, protection efforts on the continent, and consultations with on-the-ground partners and experts, this policy brief highlights the challenges faced by those who expose wrongdoing.

Designed for investigative journalists, public and regulatory authorities, and civil society organisations, this brief calls for robust legal frameworks, practical protection measures, safeguards for journalists’ sources, and sufficient institutional resources. Strengthening these protections is essential to ensure that disclosures can be made safely and meaningfully contribute to transparency, accountability, and good governance across Africa.
