As of 2025, Cape Verde has no dedicated whistleblower protection law. 

In January 2025, Luís Carlos Silva, a member of parliament from the Movement for Democracy (MpD), formally proposed the development of a whistleblower protection law. He emphasised the importance of aligning national legislation with international frameworks such as those promoted by Transparency International and the European Union to encourage citizens to report wrongdoing without fear.

The MpD also called upon the National Commission for Human Rights and Citizenship (CNDHC) to support the initiative, stressing that both public officials and private citizens must be able to report irregularities, illegalities, or corruption without being intimidated, punished, or harassed.
