A key moment was the panel discussion held on December 10, 2024, as part of the 19th edition of the National Anti-Corruption Days (JNRC). The event, hosted at the Burkinabè Shippers Council (CBC), was organised by the National Network for Anti-Corruption (REN-LAC) in collaboration with the High Authority for State Oversight and the Fight Against Corruption (ASCE-LC).

The panel, titled “The Role of Whistleblowers in the Fight Against Corruption in Burkina Faso” brought together key stakeholders to reflect on the country’s current legal deficiencies in protecting whistleblowers. Discussions highlighted the existing legal arsenal, which fails to guarantee safety and legal recourse for those who expose corruption.

Crucially, the panel concluded with a forward-looking announcement: the launch of an initiative to develop a national whistleblower protection law. This legislative effort aims to create a robust legal framework that will not only shield whistleblowers from retaliation but also encourage more citizens to step forward and report corruption without fear.

Law proposals:

In October 2023, PPLAAF, in collaboration with UNODC, participated in the revision of the draft law on whistleblower protection. This initiative, initiated by a Burkinabe civil society organisation, was also supported by the High Authority for  State Control and Anti-Corruption (ASCE-LC).

After incorporating PPLAAF and UNODC’s observations, in May 2024, ASCE-LC submitted the draft law to the Ministry of  Justice, which took the lead. The ministry then presented the draft to the Council of Ministers, which transmitted it to the commission for the verification of preliminary bills in July 2024.
