PPLAAF supports whistleblowers whose disclosures speak to the public interest of African citizens. We ensure whistleblowers are protected, amplify the reach and impact of their disclosures, and advocate for stronger legal protections across the continent.
Why We Exist
A whistleblower is a person who discloses information about actions that are unlawful, illicit, or against the public interest, particularly those they have witnessed in the context of their work.
Whistleblowers are doctors, analysts, government employees, and corporate insiders who choose to expose wrongdoing despite potential personal consequences. In many parts of Africa, those who report corruption or misconduct face significant risks to their careers, freedom, and safety, often without adequate legal protection or institutional support.
This is why support systems for whistleblowers are essential. Without proper protections, individuals who report wrongdoing may face retaliation from the very systems they attempt to expose.
PPLAAF provides legal, technical, and relocation support to those who disclose information in the African public interest. We guide whistleblowers through the process and ensures they receive appropriate assistance at every step.
By supporting those who speak out, we work to defend the rights of citizens, uphold the rule of law, and drive systemic change across the continent.
Our Beliefs
We believe in a sustainable future built on democracy, the rule of law, human rights, and a healthy environment. We exist to support the whistleblowers who are bravely stepping forward to protect this future.
We believe that whistleblowing – the act of exposing wrongdoing – is not just an ethical choice but necessary for justice.
We believe that whistleblowers – when supported holistically – are authentic agents of change.
What We Do
We believe in an Africa where truth is heard, not silenced. PPLAAF provides services for whistleblowers, NGOs, the media, and governments.
Our work is grounded in three key areas:

Protect & Assist
- Providing secure, encrypted communication channels
- Offering technical, logistical, psychosocial, and financial support
- Ensuring legal representation and protection before and after disclosures
- In extreme cases, providing physical safety measures, including relocation and shelter

Investigate & Amplify
- Investigating claims and gathering additional supporting evidence
- Publishing reports and partnering with trusted media outlets
- Building coalitions with civil society to drive advocacy and reform
- Taking legal action and collaborating with authorities

Educate & Advocate
- Training key stakeholders on whistleblower rights and protections
- Hosting conferences, workshops, and awareness campaigns
- Publishing analyses of whistleblower laws and best practices
- Advising authorities and leading advocacy for legal reforms
Our Impact
Our model centres whistleblowers as a catalyst for systemic change
In Africa, only twelve countries have passed legislation specifically protecting whistleblowers, highlighting why PPLAAF’s work is essential for filling protection gaps across the continent. Since its creation, PPLAAF has supported dozens of whistleblowers, from CEOs to security personnel, bankers, and civil servants. We have conducted our own investigations, created investigative packages for the media, and constructed lawsuits for NGOs.
By focusing our efforts on protecting individuals while building investigations, public mobilisation, and litigation around their disclosures, we are creating a snowball effect in the fight against impunity and serving the public interest across Africa and beyond.
